That was raised in 2008: Template talk:Protected-Personal. I would be for replacing the two or three articles with protected-excluded per our current system. -- Sine 17:07, 19 November 2012 (EST)

We agreed to do it for a time, and now no longer agree to do it for people, but the prior agreement remains. We could revoke this status and protect the article entirely. I would hesitate to unprotect after agreeing to this partial protection. --GreenReaper^(talk) 15:00, 20 November 2012 (EST)
