Please help me identify this cartoon duck from late 80s/early 90s!

I remember all the characters in the show had a british, scottish or irish accent. The main character was a little white duck, or he might have been a goose. He loved to eat honey on toast and in one episode he got into a lot of trouble for trying to get some from the cupboard. This show was narrated as if being read from a storybook. It had a similar feel to cartoons like Little Bear, Peter Rabbit and Rupert. I remember there were many other animal friends that this little duck had from school. I recall one episode included the Loch Ness Monster, who later ended up being a poor animal covered in muck...possibly a goose. Another episode involved the little duck's cousin coming to visit, who he ended up not getting along with. The cousin was also a boy and I believe he was gray and wore glasses. They all lived in a darling english country side-like setting.

I have been searching endlessly. I don't think this cartoon was ever really aired, and was probably a straight to VHS. If anyone has any idea at all what this show was called and who the little duck was, please tell me!
